Opinion polls so far show states generally agree on the need for such an agreement, but activists’ proposals to reduce plastic production by 75 percent by 2040 have sparked controversy between oil-producing countries that support recycling and the plastics industry.
Annual plastic production has more than doubled in the last 20 years, and only 9 percent can be recycled. Plastic is a major source of greenhouse gas emissions and its contribution to global warming could more than double by 2060.
