The Ministry of Digital Development proposed imposing fines of up to 2 million rubles for violating the requirements for the sale of SIM cards to foreigners. The amendments to the Code of Administrative Offenses were published on the portal of draft regulatory legal acts.

It is proposed to modify part 6 of art. 13.29.
“Violation by the telecommunications operator <...> requirements <...> It involves the imposition of an administrative fine on legal entities: from 1 million to 2 million rubles,” follows from the text of the bill.
Fines for officials are set between 100 thousand and 200 thousand rubles. Roskomnadzor employees will draw up protocols for these violations.
The proposed amendments to the Code of Administrative Offenses complement the changes to the Law “On Communications” and on Biometrics, which were published by the Ministry of Digital Development on April 27. The department then received a proposal to limit immigrants’ SIM card registration.
It follows from the department’s initiative that a foreign citizen in the Russian Federation will have the right to register no more than 10 mobile phone numbers. In addition, foreigners and stateless persons must purchase SIM cards only using biometric data in stores or points of sale for official communications.
