Russian online cinemas Wink (Restream Media) and Kinopoisk have developed protocols on LGBT* propaganda. According to the Code of Administrative Offenses of the Russian Federation, companies face a fine of 1 to 4 million or suspension of activities for a month and a half.

The cases of Wink and Kinopoisk were registered on May 8 and are on the docket of the Tagansky Court. The video broadcast is accused of violating article 6.21, part 3 of the Code of Administrative Offenses of the Russian Federation, related to the promotion of non-traditional sexual relations and gender reassignment using mass media or information networks and telecommunications.
Part of the article involves a fine of 100,000 to 200,000 rubles for natural persons and 1 to 4 million rubles for legal entities or administrative suspension of activities for a maximum of 90 days.
This is not the first time that online cinemas have taken administrative responsibility for LGBT propaganda: in early 2024, the Tagansky District Court fined Wink $2 million under article 6.21.2, part 3 for lack of age marks on materials showing LGBT Scenes.
*On November 30, 2023, the Supreme Court of the Russian Federation recognized the “International LGBT Social Movement” as an extremist organization and banned it.
