Russia plans to tighten the procedure for selling SIM cards to Russians. Options include limiting points of sale to telecom operators, MFC and Russian Post, mandatory biometrics and digital signatures. The issue is being discussed by the FSB and the Ministry of Digital Development.

The innovations may lead to a reduction in the number of distributors currently selling SIM cards. It is his work that raises the most questions about the billing of gray SIM cards. At the same time, they provide operators with up to 70% of sales, writes Kommersant.
One of the newspaper’s interlocutors believes that it is logical to tighten the procedure for sales to Russians, because after restrictions on immigrants, gray connections can “flow” to other, less regulated market segments. The publication’s second source explains that dealers can issue several SIM cards with passport data and then “sell them in a gray area.”
At the end of April, the Ministry of Digital Development sent for consideration to the departments a bill requiring foreigners to register in the Unified Biometric System to purchase a SIM card from a Russian telecommunications operator. In addition, it was proposed to inform all users of State Services about contracts concluded with mobile operators on their behalf.
