It’s no secret that Russians often buy cosmetic lotions, tonics, aromatic waters and other similar products that contain ethyl alcohol as drinking alcohol. The reason is simple: the composition contains 75% to 95% food grade ethyl alcohol and the price is lower compared to special alcohol. However, this often leads to mass poisoning.

The Federal Assembly proposes to introduce mandatory labeling of non-food products if the alcohol content exceeds 10%. This can reduce the likelihood of poisoning by 10 times or more. Izvestia writes about this.
It is proposed to oblige market participants to declare the volumes and turnover of alcohol in the Unified State Automated Information System and to extend the rule of minimum prices to the purchase and supply of such products.
Dual-use alcohol products can often be purchased for much less. A 0.5 liter bottle of vodka in Russia costs about 281 rubles, and in the form of a lotion this amount of alcohol will cost three times less. Thus, unscrupulous businessmen circumvent the existing ban on retailing non-food products with an alcohol content of more than 28%.
If the law is passed, it will be possible to purchase and supply perfumery products containing more than 28% alcohol at a price not lower than that determined by the Ministry of Finance. In the food industry it is from 179 to 400 rubles per 0.5 liter, depending on the concentration.
According to the authors of the bill, the requirements for the production of colognes and lotions are not as strict compared to the requirements for producers of alcoholic beverages. We are talking about meters for measuring anhydrous alcohol in finished products, because often production facilities simply do not have them. Many of these small capacity products are not classified as excisable and therefore manufacturers purchase ethyl alcohol without excise duty.
The Ministry of Finance confirmed to the publication’s journalists that it supports the strengthening of state control in this area.
