The authorities are considering lowering the maximum amount of computer mortgages. In large cities with a population of more than a million people, the highest threshold for the amount of such a mortgage is 18 million rubles. Thus, 40% of computer mortgages are granted in Moscow, which the government considers to be wrong.

According to a source close to the Ministry of Digital Development, the government is discussing the issue of reducing the maximum amount of an IT mortgage to 9 million rubles.
Another scenario is being considered, says the source of the publication. It provides incentives for IT specialists from the regions to participate more actively in the programme. However, this option is not a priority.
The Ministry of Digital Development confirmed discussions on reducing the maximum loan amount.
“This is being discussed. Different options are being discussed. [изменения параметров]including the exchange rate,” said the deputy head of the department, Ivan Chebeskov.
The department did not confirm the reduction of the maximum amount to 9 million rubles, but did not specify the details.
Chebeskov added that the new conditions of the programme will be announced soon and that “the government must make all decisions soon.”
The preferential mortgage program for IT employees was launched in July 2022. According to the plan, it should be completed by the end of 2024. For representatives of accredited IT companies, the rate is 5% per annum with a down payment of 20% of the cost of housing.
At the same time, the maximum amount of a subsidized loan varies from region to region. Residents of cities with a population of more than one million can count on a maximum loan of 18 million rubles. For regions with a smaller population, a maximum of 9 million rubles is available.
In early June, VTB suspended the issuance of preferential mortgages for IT. The reason was the exhaustion of the limit of this program: since 2022, 16 thousand IT specialists have signed contracts with the bank.
