The authorities have begun to discuss the development of the Russian labour market by “increasing the controllability of hiring” migrants. The federal project on this topic was included in the working version of the national project “Personnel”, RBC reports with reference to the document.

The aim is to create an organised recruitment operator that will act as a personnel centre for Russian companies.
It is also proposed to relocate a number of procedures (medical examinations, fingerprinting, Russian language proficiency tests) outside the Russian Federation, to link a foreign worker with an employer, and to expand the geography of countries from which specialists come as part of organizational recruitment.
Other ideas include the creation of a separate federal project to “increase the human resource potential” of state and municipal services.
The press service of the Ministry of Labor told RBC that the structure of the national project “Personnel” has not yet been approved, the content of the future national project is being worked out.
- The national project “Personnel” is expected to be launched in 2025 and is necessary to synchronize the changing needs of the economy and the job market offers. According to RBC, the structure of the national project will be discussed at a strategic session of the government at the end of July.
- According to the target number of migrant workers, by 2030 at least 300,000 will come to Russia, the publication said.
- According to the FSB, in January-March 2024, foreigners entered Russia 1.4 million times for work purposes. The bulk of them are citizens of Uzbekistan (689 thousand people) and Tajikistan (358 thousand people). According to Rosstat, in 2023, 491 thousand people arrived in Russia from the CIS countries.
