The number of SMEs and self-employed persons covered by all types of aid in the first quarter of 2024 decreased by 6.2% compared to the same period in 2023, to 119.4 thousand. This is stated in the commentary “On the State and Enterprises” prepared by the Development Center of the Higher School of Economics of the National Research University in 2024.

Support for medium-sized businesses fell by 25%, for small businesses by 14.6% and for micro-enterprises by 5.5%. According to a study by the HSE, support coverage for the self-employed fell from 1% to 0.8% due to their numbers growing too rapidly.
The total amount of aid received decreased by 14% to 149.1 billion rubles. Up to 127.8 billion rubles, each beneficiary received 1.1 million rubles in all types of aid by the end of March 2024. A year earlier, each person received 1.3 million rubles.
The volume of financial support to SMEs and self-employed persons during the year decreased from 9.5 million rubles to 6.3 million rubles per beneficiary.
The company has previously explained why it refuses to formalize government support measures, pointing to the complexity of registration and increased requirements for efficient use.
In his address to deputies on May 14, Maxim Reshetnikov mentioned among his work priorities ensuring high-quality growth of the SME sector with an emphasis on supporting businesses in new regions, focusing on “specific mechanisms” and the development of tourism.
The State will continue to support small and medium-sized enterprises, including within the framework of the new national project for SMEs, which will cover the period 2025-2030, the Minister of Economic Development noted.
