Since the start of the 2024 season, kicksharing operators Yandex Go, MTS Urent and Whoosh have imposed 211,000 fines across the country and blocked 213,000 user accounts, according to a joint press release from the companies.

Kicksharing services have imposed more than 200,000 fines and blocked the same number of accounts since the start of the season.

The services said they have “made significant progress in identifying violations.”

The new season of electric scooter sharing started in Moscow on March 26. Yandex Go, Whoosh and MTS Urent expanded their fleet of devices and updated the rules for their use.

Starting from May 27, operators have increased fines for violations of traffic rules and service. For the most serious violations, for example, drunk driving, the fine reaches 150 thousand rubles.

How do services find out about violations?

Kicksharing operators receive information about violations from several sources at once: from traffic police and traffic police inspectors, they also have access to photographs and videos from city cameras that record non-compliance with traffic rules using numbers on electric scooters. In addition, the services conduct joint raids with traffic police to search for offenders.

Violations are also recorded by the service’s own teams: each has independent specialists who monitor compliance with traffic rules. Residents themselves can file complaints through support services.

Before imposing a fine, the services verify the data on the violation using a photo or video. To track a trip, all you need is the time and place of the incident.

Traffic rules for drivers of electric scooters and other personal mobility devices (PMD) came into force in Russia on March 1, 2023.
