Kommersant reports that Roskomnadzor has requested data on the IP addresses and email addresses of Google servers from telecom operators.

For this purpose, the Main Radio Frequency Center (GRChTs, subordinate to Roskomnadzor) managed the communications operator throughout the country in accordance with the relevant instructions. We are talking about the addressable communication nodes where the GGC servers are connected. Roskomnadzor and Google did not respond to Kommersant, and Beeline, MegaFon, MTS, Rostelecom, and ER-Telecom declined to comment.

After August 1, daily traffic from Google Global Cache (GGC) to subscribers in Russia began to make up approximately 30% of what it was in July. Piter-IX Technical Director Vadim Yavorsky said that Google traffic at the junctions with Piter-IX has decreased by half since August 1, and by another half since August 8.

The providers provided GGC with their subnet IP addresses from their autonomous systems. Yaroslav Zverkov, founder of the BAIKAL-IX traffic exchange point, told Kommersant: “In my opinion, having received the list of GGC IP addresses, Roskomnadzor can add them to the filtering list and completely paralyze or effectively slow down the work of the CDN and GGC.”

Other sources of the publication also agree with this statement. He added that GGC servers are usually located inside the operator’s circuit, and the TSPU does not apply to them.
