A register of employers with illegal employment will appear in Russia in 2025

“The list will include companies that replace labor relations with civil contracts or evade the conclusion of labor contracts with employees,” TASS quoted the press service of the Ministry of Labor as saying.

The purpose of creating such a list is to “increase the transparency of the labour market and the availability of information about employers. This will allow job seekers to assess the integrity of the company in advance and make an informed decision about employment.”

The register will be available to the general public, it will contain the name or full name of the individual entrepreneur, tax identification number, date of registration and basis for registration in the register, and it will be possible to check the presence of a company in the list starting next year on the official website of Rostrud https://rostrud.gov.

Representatives of the department emphasize that inclusion in the list is allowed only on the basis of a court decision on an administrative offense related to evasion of execution (or improper execution) of an employment contract or the conclusion of a civil law contract instead of an employment contract.

The registration period is one calendar year from the date of the infringement. If Rostrud does not identify any further cases of illegal registration for work, the company will be removed from the register. Only companies that challenge the commission of an offence in court may be removed from the register early.
