The bankruptcy trustee of Ansystems LLC, a reputable IT company declared bankrupt, has received a request from the Prosecutor General’s Office of the Russian Federation to include in the register of creditors’ claims a debt to the department of 84 million rubles, according to materials from the Federal Resource Agency, which RB.RU has read.

The basis was two court decisions taken in March and May 2024 relating to non-compliance with obligations and sanctions under government contracts.
In the first case, it was a question of state contract No. 105-336-21 for the improvement of the functionality of the State Automated System of Legal Statistics (GAS PS), which was supposed to contain data on Russian crime, based on the results of trial operation. Due to violations and delays, the court decided to recover 60.5 million rubles from the company. The total amount of the contract was 625 million rubles; it was unilaterally terminated at the initiative of the Prosecutor General’s Office of the Russian Federation.
In May, the court made a decision on contract No. 105-06-22 worth 185 million rubles, according to which the contractor undertook to provide technical support services for GAS PS in a timely manner and in accordance with the requirements. When executing the contract, the company committed multiple violations and was imposed penalties. The court decided to recover 23.7 million rubles from Ansystems.
RB.RU has sent a request to the Prosecutor General’s Office of the Russian Federation.
The bankruptcy trustee also received an application from one of the participants of Ansystems LLC, Ruslan Safin, who filed a request for the return of 25.7 million rubles under interest-free loan agreements.
The Ministry of Digital Development of the Russian Federation has already launched a tender for the implementation of works on the survey of the GAS PS, its technical design and the creation of the module “Accounting of the work of prosecutors”, which is part of the portal of the legal statistics system, and other components that ensure its operation at the first stage of departmental reporting processes. The initial (maximum) price of the contract is 546 million rubles; the contractor will be determined on August 27.
As a representative of the press service of the Ministry of Digital Development told ComNews, the development of GAS PS was transferred to the Ministry of Digital Development only in 2024.
“The purchase is being made for the implementation of the project. The system will be put into operation within the timeframes established by law,” said a representative of the press service of the department.
In July, the Moscow Arbitration Court declared the reputable IT company Ansystems bankrupt and a six-month bankruptcy procedure was opened against the debtor. Shamil-Imam Aslanov was approved as the bankruptcy trustee.
The court documents name the company’s creditors: Sberbank and Systematika LLC. Debts worth 1.4 billion rubles have already been entered into the register of creditors’ claims of the company; the closure is subject to a two-month deadline.
Ansystems is owned by Oleg Alexandrov, Ruslan Safin and Irina Smirnova. Previously, a stake in the company also belonged to Marat Safin. Marat and Ruslan Ralifovich Safin were mentioned in open sources as brothers of the famous singer Alsou and sons of Ralif Safin, a businessman and senator from the Forbes list.
In 2022, Ansystems’ revenue amounted to 912 million rubles, and net profit – 39 million rubles. The company was actively involved in public procurement and concluded contracts worth 5.3 billion rubles.
