The government is going to replace routine inspections of companies with mandatory preventive visits. The details were shared by Deputy Prime Minister and Chief of Staff of the Government Dmitry Grigorenko at the Eastern Economic Forum (EEF). The details appeared on the Russian government’s Telegram channel.

“The possibility of replacing scheduled inspections with mandatory preventive visits is being considered. This will affect all control objects that do not fall into the extremely high and high risk categories,” the message says.

According to the results of the first half of 2024, inspectors carried out 570 thousand professional visits. With this form of interaction, the entrepreneur is not fined, but is warned and ordered to eliminate the violation.

Representatives of Far Eastern companies at the forum also raised the issue of creating a public mechanism for calculating risk categories. The Deputy Prime Minister considered such an initiative important and said that something comprehensible and accessible to the public could help entrepreneurs analyze the indicators of the category assigned to them and work on improving them.

“It is important for a company to understand why it is classified in a particular risk category. Some agencies already have such “calculators” in operation, for example the Ministry of Emergency Situations for fire supervision or Rostrud for labour. A convenient and understandable service should be available to everyone. Our task is to create transparent and fair rules for companies that are motivated to comply with them,” said Dmitry Grigorenko.

In mid-August, Russian authorities began checking the implementation of KPIs in companies acquired from foreigners. According to lawyers, non-compliance can have consequences up to and including the termination of transactions.
