According to DOM.RF, in the last summer month, mortgage loans for IT specialists were granted for only 1.76 billion rubles instead of 30.2 billion rubles (a month earlier). VTB Bank suggested that this dynamic may be associated with a radical change in the program and a reduction in the circle of eligible clients after that.

The Ministry of Digital Development says that in July banks granted many loans based on pre-approved applications under the old rules, while those submitted in August under the new conditions are still being reviewed. They believe the conclusions are premature.

But, one way or another, the changes will in any case significantly reduce the issue, since IT mortgages were popular among residents of capitals, but since August, Moscow and St. Petersburg have been excluded from the list of cities for receiving such loans. Analysts note that since the beginning of 2024, these regions accounted for 54% of all loans issued. The loan limit was reduced to 9 million rubles. In addition, the number of companies whose employees can use the program has also decreased.

Sber has resumed issuing mortgages for IT specialists from August 21, 2024. The lender is updating previously approved applications in accordance with the new terms of the program.
