In Russia, discussions have begun on the issue of financing the reconstruction and construction of microelectronics factories in Russia. This was reported by Vedomosti, citing a letter from the Ministry of Industry and Trade to IT associations, which were asked to draw up a list of possible PPP pilot projects in the industrial sector.

The department sent the document at the end of August. In it, the ministry also asked to provide information on investment projects that can be implemented in this way. It was received by the All-Russian Research Institute of Radioelectronics, the Consortium of Design Centers and Enterprises of the Radioelectronic Industry, the Consortium of Informatics and other specialized associations.
In August, Federal Law No. 302 “On Amendments to the Federal Law on Public-Private Partnerships in the Russian Federation” came into force. The changes also affected the PPP mechanism, which was extended to projects for the reconstruction and construction of industrial enterprises.
Companies using the PPP mechanism are responsible to the state for construction deadlines. The list of mandatory requirements may include reaching design capacity within a certain time frame, as well as obligations regarding production volumes. The mechanism allows supporting strategically important capital-intensive projects in the industrial sector, which may initially run in the red, Irina Mitina, President of the Association of Companies in the Field of Radioelectronics, Information Technologies, Innovation and Digital Engineering, told the publication this.
Vera Smirnova, executive director of the association “Consortium of Design Centers and Enterprises of the Radioelectronic Industry,” noted that previously these companies could also apply for government support, but they could not spend it on capital or construction costs. Concessional loans were also limited because companies often did not meet the requirements to receive them.
The investments required for these industries can vary greatly: from 100 million to 10 billion rubles and even more. For example, the construction of a plant for the production of semiconductor chips will cost 350-400 billion rubles.
The volume of investments in public-private partnership (PPP) projects in 2024 may exceed 2 trillion rubles. The PPP and concession mechanism helps to share corporate and investment risks with the investor.
