The authors of the bill, including Senators Andrei Klishas, Artem Sheikin, Natalya Kuvshinova, Ruslan Smashnev and MP Daniil Bessarabov, propose that the use of audio recordings, including imitation or speech synthesis, should be carried out only with the consent of the owner. This innovation is aimed at protecting the personal non-property rights of citizens.
According to Artem Sheikin, current laws do not protect the right to vote, which makes it difficult to legislate. The new law will close this gap and strengthen the requirement for consent to use one’s voice.
After a citizen’s death, their vote can only be exercised with the consent of their next of kin. The bill also clarifies cases where consent is not required when recording at public events. Violation of the law will result in seizure and destruction of records by court order.
