Starting in December 2024, a procedure for photo and fingerprint identification of foreigners entering Russia will be launched at the Moscow air hub airports, First Deputy Minister of Internal Affairs of the Russian Federation Alexander Gorovoy told Kommersant about this.

“This is still an experiment. After testing the algorithm, the government, together with colleagues from the FSB, will consider extending it to all border crossings,” he said.
Moscow was chosen for the experiment because it is “a traditional centre of attraction for foreign citizens and a major transport hub.” At the same time, a similar control system will be introduced at the Mashtakovo car checkpoint in the Orenburg region on the border with Kazakhstan.
Gorovoy added that there are currently 6.174 million people with foreign citizenship living in Russia. The most popular countries in terms of the number of citizens living in our country are Uzbekistan, Tajikistan, Kyrgyzstan, Belarus and Ukraine. Citizens of Armenia, Azerbaijan, Kazakhstan, China and Turkmenistan also make up the top 10.
Gorovoy also noted that it will take time to develop information interaction between different departments. Fingerprint registration and photography at the border will reduce the risk of entry of persons who may pose a threat. Currently, as he himself says, attempts by foreigners to enter the Russian Federation with altered data are periodically stopped. The introduction of a new control system will practically eliminate this. During 2023 and the preceding period of 2024, it was possible to identify about 5 thousand such persons.
In April, the Ministry of Digital Development submitted to the departments a draft law requiring foreigners to register in the Unified Biometric System in order to purchase a SIM card from a Russian telecom operator.
