According to Snowden, we are still talking about explosives packed into pagers, not a hacker attack. Snowden denied that hackers caused batteries to overheat and explode in handsets.

Snowden is confident that if overheated batteries were to explode, there would be fewer casualties and injuries that would not be as serious.

The former intelligence officer accused Israel of carrying out an unprecedented and “reckless” operation. “As reports of pagers exploding in Lebanon come in, it seems likely that this was not a hack but a planted explosive device. Why? There’s a lot of the same thing, very serious injuries. If overheated batteries explode, we could see a lot more small fires and misfires,” Edward Snowden stressed.
