Russians and non-residents of friendly countries can still transfer a maximum of $1 million or the equivalent of this amount in another currency to accounts in foreign banks per month.

The limits for transfers via money transfer systems have not changed: up to $10,000 per month or its equivalent. The transfer amount will be determined by the official exchange rate of the foreign currency against the ruble on the date the bank receives the order to carry out the operation.

Non-residents working in Russia are not allowed to send abroad anything other than their salary. This right can be used not only by representatives of friendly countries but also by representatives of hostile countries.

“A ban on transferring funds abroad remains in place for persons who do not work in Russia, i.e., non-residents of hostile countries, as well as for legal entities from such countries. This restriction does not apply to foreign companies that are controlled by Russian individuals or legal entities,” the Bank of Russia noted.

Banks from hostile states can carry out money transfers in rubles using correspondent accounts opened in Russian credit institutions, if the payer and the recipient have accounts opened in foreign banks.

Starting from November 1, banks in Russia are not allowed to charge citizens commission for transfers to the state (C2G payments) through the fast payment system (FPS). Citizens usually pay for services in kindergartens, clubs and sections in this way. This also applies to the payment of fines and taxes.
