Hotels with categories ranging from zero to two stars will be able to use a self-examination and self-declaration system. This will eliminate unnecessary bureaucracy and reduce the financial burden on businesses, according to the Ministry of Energy.

“Nobody needs to run around and pay sorters. We now have 250 sorters, many of whom employ one person each. We understand that this is payment for a piece of paper,” Reshetnikov said.

Three- to five-star hotels will continue to follow the mandatory classification procedure. At the same time, special attention will be paid to the reputational responsibility of the organisations and specialists who carry out the assessments, the minister added.

For the new regions of Russia, the Ministry of Economic Development is ready to introduce transition periods and subsequently introduce a classification system in these territories, taking into account their characteristics. This will be discussed further with the companies of Zaporozhye, Kherson region, DPR and LPR, Reshetnikov said.

In July, Finance Minister Anton Siluanov proposed creating a register of private mini-hotels in Russia. Owners of such facilities are expected to pay business tax.
