The auditors of the Accounts Chamber found a Russian who had issued a total of 26 mortgages within the framework of preferential programs. This is reported in the report of the financial control authority on the use of federal budget funds to support the mortgage loan market in 2021-2023.

In total, at the beginning of 2024, there were more than 114.9 thousand borrowers in Russia who were issued two or more preferential mortgages for a total amount of 1.11 trillion rubles. Of this money, around 34% comes from general prime mortgages and 62% from family mortgages.
The number of citizens who obtained five or more preferential mortgage loans was 1.5 thousand, and the total volume of such mortgages was 42.45 billion rubles. The maximum amount of a preferential mortgage loan per person was 196 million rubles.
The auditors of the Accounts Chamber carried out the calculations using the Unified Information System for Housing Construction of the state corporation Dom.RF. The calculations took into account not only borrowers, but also co-borrowers and loan guarantors.
Experts also emphasized that Russians, who can obtain many preferential mortgage loans, were not the target audience of state support programs: “A borrower who can issue and repay five or more loans has an above-average income and does not need support from the government to improve housing conditions,” says the Chamber of Accounts report.
