The Association of Tourism Aggregators (ATAG) appealed to the State Duma with a request to revise the bill on the introduction of a limit of 15 thousand rubles on free installments for BNPL services (buy now, pay later – “buy now , pay later”). The letter was sent to the chairman of the State Duma Financial Market Committee, Anatoly Aksakov.

The association, which includes the services Yandex Travel, Aviasales, MTS Travel, Ostrovok, Tutu and others, fears that the introduction of a limit will significantly reduce the possibility of using BNPL quotas in the travel segment, where the average checks are several times greater than 15 thousand rubles.
According to ATAG estimates, Russians spend an average of 150,000 rubles on trips as a couple or family. The introduction of a limit on free quotas, according to sector representatives, could seriously affect demand in the domestic tourism market.
The letter’s authors noted the additional operational burden and complication of customer interactions. For example, if the limit of the installment payment plan is exceeded, the seller is obliged to draw up a loan agreement, enter information in the Credit History Bureau and provide copies of the documents to the consumer.
“In a digital environment where most interactions take place online, such requirements can slow down processes and increase costs for market participants,” the letter says.
Anatoly Aksakov responded to RBC that he had not yet seen ATAG’s letter, but had received similar requests from other market participants.
“We received requests from several organizations. Most likely, we will increase the limit to 60 thousand rubles,” the deputy said.
In early August, a bill to change the principles of issuing interest-free installments through BNPL services was submitted to the State Duma. It was proposed that payment plans issued without a loan agreement be limited to 15 thousand rubles.
