The publisher of the application is the Ministry of Digital Development and the original developer is RT Labs, a subsidiary of Rostelecom, in collaboration with the Notamedia studio. As clarified by the ministry, the vacancy is open to complete the project.

VK confirmed that the vacancy is related to work in a reliable information system. Rostelecom added that the application is part of the e-government infrastructure and remains the sole service provider for the development of the State Services portal.
