Its operator will be the Ministry of Digital Development and banks, telecommunications operators and digital platforms may participate. In 2025, it will unite multiple organizations to automate processes to combat fraud and data leaks.

It is planned that by 2030 all financial organizations, telecommunications companies and digital platforms such as social networks, marketplaces and application developers will be connected to the system. From the document it appears that the system will provide a “one-stop shop” for receiving complaints from citizens and organizations, and the time to block fraudulent resources will be reduced to four hours.

The project has been discussed since 2018, but its implementation was delayed due to disputes between market participants, the publication’s sources note. Telecom operators and banks interviewed by Kommersant support the idea of creating a platform, but point out the need to protect information and minimize the risks of cyber attacks.

On August 2, the Ministry of Digital Development announced the creation of a platform to protect Russians from cybercriminals and telephone scammers. As the department noted then, the first stage is scheduled to be completed by the end of 2026.
