The initiative arose at the request of the Minister of Digital Development, Maksut Shadayev, who on September 16 addressed Dmitry Grigorenko with a letter in which he referred to the DBA’s proposals to simplify access to said data. According to Shadayev, companies can use access to this data to accelerate and improve the quality of services to citizens, as well as to prevent fraud.
Dmitry Grigorenko’s office stressed that the development of secure data transfer methods supports the task of creating a “data market” established by the president. The Ministry of Digital Development explained that currently a company can connect to the interdepartmental electronic interaction system (SMEI) to obtain government data, and more than 3 thousand organizations use it. The Ministry, together with the ABD and other departments, has already started developing the instructions.
According to the ABD, companies’ access to government data is now limited due to the slow speed of information exchange with government information systems. The association believes that providing companies with such access will create incentives for investment in the development of data-driven services.
