Telegram will open an office and appoint a representative in Kazakhstan. This was stated by the head of the Ministry of Digital Development of the Republic, Zhaslan Madiev, at a meeting with the US Chamber of Commerce and representatives of American IT companies.

“According to our legislation, internet platforms such as Telegram, WhatsApp and TikTok must now have a representative in Kazakhstan. An agreement has already been reached with Telegram on the appointment of its representative and the opening of an office, an important step to increase control over content,” Madiev noted.
He added that Kazakh authorities are “actively cooperating” with Telegram to ensure the platform removes illegal content and blocks “destructive channels.”
The Ministry of Digital Development added that they are also working with Meta (owner of Facebook and Instagram, recognized as an extremist organization in Russia and banned) and other large companies on data security and user protection issues. The Meta representative highlighted that the Internet fraud problem faced by Kazakhstan is global: in the last quarter the company blocked 1.2 billion fake accounts worldwide.
In June 2024, Telegram founder Pavel Durov arrived in Kazakhstan. Madiev said the billionaire came to see the country and discuss possible joint projects.
