Since the beginning of 2024, the volume of state purchases of Russian office software and operating systems has increased significantly, reaching 2.3 billion rubles; This is 31.2% more than last year. According to the data of the Tenderplan company, the number of tenders increased by 45.3 percent, reaching 805 procedures. These data show the active development of the domestic software market.

A representative of the Kontur.Focus service reported that in the third quarter of 2024, government agencies held 246 tenders for the purchase of Astra Linux and RED OS, amounting to 282 million rubles. This is 60 percent more in quantity and 30 percent more in money compared to the same period last year. However, state-owned companies operating under a different law (223-FZ) also affected their costs by reducing the number of tenders by 14%, which fell by 58% to 97 million rubles.

Expert Vasily Danilchik from Kontur noted from the purchasing service that state-owned companies continue to operate under the “inertia effect” as they prepare for new legal requirements. According to him, the volume of domestic OS purchases under 44-FZ in the first nine months reached 918 million rubles with 615 procedures, exceeding the entire last year. The company Red Soft said that its sales increased thanks to supply through closed tenders, and Astra Group confirmed that the fourth quarter is generally the most active period for them. This company emphasized that it is worth analyzing the demand for its products based solely on the Astra Linux operating system, since many customers also purchase other solutions.
