The problem, according to ATOR, emerged in 2023 and has worsened this year. According to ATOR Vice President Artur Muradyan, neither the US Treasury nor the Federal Reserve made any announcements about problems with cash acceptance and old dollars were not removed from circulation.
“I know of a case where a Russian tourist abroad agreed to accept old dollars, in perfect condition, in bank packages, only with a 5% discount. Not to mention the cases where the bills are wrinkled or have some marks,” Muradyan said.
Russian banks explain their reluctance to accept imperfect dollars because they themselves find it difficult to sell them, the publication notes.
In September, Russian banks almost stopped buying dollars in cash from the less well-off population. On October 22, E1.RU reported that Yekaterinburg banks had suddenly run out of dollars.
