The FSB announced the involvement of the former CEO of Plastic Logic (a subsidiary of Rusnano), Boris Galkin, in the theft of more than 13 billion rubles during the creation of flexible tablets. This is indicated in a message on the service’s website.

“Despite Plastic Logic’s lack of production capacity and qualified personnel to create innovative production,” in 2010-2020, Rusnano’s top managers transferred more than 13 billion rubles to the company’s accounts, which were received from the Russian budget, according to the report. With this money, the company “did not create innovative production”, but instead withdrew the funds “to foreign jurisdictions”, according to the FSB.
Galkin is accused in a case initiated under part 4 of article 160 of the Criminal Code (embezzlement or large-scale embezzlement). The maximum penalty provided for in this article is up to 10 years in prison. Operational search activities and investigative actions continue, the FSB added.
According to the service, since 2020 the former head of Plastic Logic has been hiding from law enforcement agencies abroad and in 2024 he was detained by security agents upon entering Russian territory. Earlier, in August, a TASS source reported on Galkin’s arrest.
Rusnano founded Plastic Logic in 2010. The company was supposed to produce flexible tablets, which, according to former Rusnano director Anatoly Chubais, would be used in Russian schools.
