Russia may introduce a tax for the distribution of online advertising. The corresponding bill is currently being discussed in the industry and is in the process of interdepartmental approval, writes Forbes citing sources from the advertising market.

The fee is expected to affect advertising system operators and other advertising distributors, including bloggers and website and app owners. According to the publication’s interlocutors, contributions to the budget can range from 2% to 5%, and the collection itself will begin in April 2025.
A source familiar with the development of the bill said that Deputy Prime Minister for Digitalization Dmitry Grigorenko ordered the development of the initiative at the end of October, which was subsequently sent to the federal executive authorities. Grigorenko’s office told the publication that the government office had not received such a bill.
The introduction of a fee for the distribution of online advertising is indicated in the draft federal budget for 2025-2027. The national project “Data Economy and Digital Transformation of the State”, for which funds received from advertising distributors will be used, provides, in particular, for financing the development of 5G Internet networks and support for computing technologies quantum.
Deputy Chairman of the State Duma Information Policy Committee Anton Gorelkin previously stated on Telegram that “the advertising business and bloggers make money using the communication infrastructure that is actually being built by the state” and “they are increasingly needed more funds” to support this infrastructure.
Industry representatives interviewed by Forbes noted that additional fees will inevitably have a negative impact on the entire online advertising industry, causing, for example, higher prices for advertising operators’ services and even an acceleration of the inflation.
