Roskomnadzor has banned the dissemination of scientific and statistical information about VPN services. The corresponding order was published on November 20 on the official legal information portal. It will come into force on November 30 and will be valid until September 1, 2029.

According to the document, an exception will be made only for scientific information on VPN, necessary to “provide access to information resources and/or information and telecommunications networks using secure communication channels.”

According to the previous version of the order, which has been in force since March 1, 2024, scientific, technical and statistical information on VPN services was not included in the RKN registry.

In an explanatory note to the draft order, Roskomnadzor noted that VPN services are not intended to bypass blocking and should be used to protect confidential information, “including to prevent leakage of such information.” “For such purposes, VPN services are used, in particular, by government agencies, local governments, commercial companies, including financial organizations,” the department noted.

In Russia, at the end of October, almost 200 VPN services were blocked. The director of the Center for Monitoring and Management of the Public Communications Network of Roskomnadzor, Sergei Khutortsev, explained that they violated Russian legislation by providing opportunities to bypass the blockade.

Apple also restricts VPN access at the request of Russian authorities. At the end of September, the American company removed 98 VPN applications from the Russian App Store. Access to most of them was restricted without prior public notice.
