The Government Commission on Legislative Activities approved amendments to the Tax Code prepared by the Ministry of Finance, which will allow Russians to pay off their tax debts without going to court. Vedomosti was informed of this by sources close to the government and present at the discussion.

The new mechanism is expected to come into force at the end of 2025. Currently, extrajudicial collection applies only to legal entities and individual entrepreneurs. Under the bill, tax authorities will be able to automatically cancel an individual’s debt if he or she does not dispute it. The information about the debt will be reflected in the Single Tax Account (UTA).

If a person files an objection (within 30 days from the date of notification) and blocks the cancellation of the debt without trial, the disputed amounts will also stop being counted as the balance of the Unified Tax. The debt, according to the initiative, will be collected in the sequence established by law: first with the funds in accounts and cash, then with the property.

The explanatory note notes that the new mechanism will reduce the cost of tax collection and ease the burden on the judicial system. President of the Supreme Court Irina Podnosova noted that in the first quarter of 2024 alone the number of tax collection cases quadrupled and reached 1.1 million. The implementation of the amendments will cost the budget 2.1 billion rubles, but will ensure an increase in taxes. Revenue amounted to 22.5 billion rubles, the Ministry of Finance noted.

Currently, taxes are collected from citizens through the courts. Court orders are issued within 10 days without summoning the parties, but Russians have the right to challenge them. According to the Ministry of Finance, only 5% of court orders are subsequently annulled and in 0.4% of cases the courts side with taxpayers.
