The cost of a voluntary health insurance (VHI) policy in 2025 will increase at the fastest pace since 2022, insurance brokers surveyed by Kommersant said. In their opinion, this is mainly due to the increase in fees for medical services.

AST and Nobilis expect the price of voluntary health insurance to increase by 15% to 20%; Mainsgroup believes that the price of insurance will increase by up to 25%. In 2022, the cost of voluntary health insurance increased by 5% year-on-year, in 2023 the increase was from 15% to 17% and in 2024 from 10% to 11%, AST noted. According to experts, the average price for voluntary health insurance in 2024 was 44,000 to 60,000 rubles for companies with hundreds of employees.
The increase in insurance prices is mainly due to the increase in rates for medical services, according to market participants. In recent years, medical inflation in the insurance market was below double-digit thresholds, clinics donated part of their profits to combat pressure from insurers to maintain business volume, noted the co-owner of Mainsgroup, Pavel Ozerov.
The increase in the cost of VHI is also confirmed by representatives of the clinics. If in 2024 prices increased by 10%, in 2025 the increase will be 10-15%, Ilya Trukhanov, general director of the Ilya Trukhanov Clinic, told Kommersant. Be Healthy plans to increase insurance prices by 8% and Mositalmed by 7.5%.
The increase in prices for medical services also occurs against the background of rising costs, according to clinic representatives. The general director of the Unified Medical System, Tatyana Romanyuk, estimated that in 2025 the total increase in spending could reach 30%.
A significant increase in the cost of voluntary health insurance may lead some companies to seek to reduce insurance costs, experts say. The head of the personal insurance department at Nobilis, Mikhail Kunin, indicated that clients are unlikely to refuse voluntary health insurance and prefer truncated policies.
VHI is one of the key segments of the insurance market, writes Kommersant. For the three quarters of 2024, tariffs of this type amounted to 245 billion rubles, a figure that exceeds the volume of compulsory automobile civil liability insurance, according to data from the Central Bank. In 2025, the segment will grow by 11%, up to 410 billion rubles, according to data from the NKR rating agency.
