According to the document, authorized agencies should analyze the practice of using various advertising and discount campaigns and develop mechanisms to limit advertising and the use of discounts.

The FAS, the Ministry of Health, the Ministry of Agriculture, the Ministry of Finance, Rospotrebnadzor and Rostabakocontrol must present the results of work on the issue of advertising by November 20, 2025.

Rosobrnadzor, the Ministry of Industry and Trade, the Ministry of Agriculture, the Ministry of Finance and the Ministry of Health report on their task (“the possibility of establishing a ban on discounts on alcoholic products”) by April 15, 2025.

As part of the plan to reduce alcohol consumption among Russians until 2030, an increase in excise taxes and the minimum retail price of alcohol is also being considered.

Other measures within the plan include informing the population about the dangers of alcohol and measures to promote a healthy lifestyle.
