Musk announced that Crimea fell within the scope of US sanctions and that he could not make contact due to these restrictions. According to him, he would need permission from the US government to activate Starlink via Crimea, but the company did not have this permission at the time of Ukraine’s request: “We received urgent calls from the Ukrainian government with a request to open the connection,” he clarified.

However, he noted that he would be ready to activate Starlink in Crimea if he received an “instruction” from US President Joe Biden.
