The State Duma approved in second and third reading a law on criminal penalties for the repeated sale of tobacco products to minors. The document was published in the legislative support system.

Article 151.1 of the Penal Code (retail sale of alcoholic products to minors) is modified, adding responsibility for the repeated sale of tobacco to children and devices for its consumption, including vaporizers and hookahs.
Repeated sales of tobacco to minors will be punished with a fine of 50 thousand to 80 thousand rubles or correctional labor for up to one year with or without deprivation of the right to hold certain positions or carry out certain activities for a period of up to three years.
At the end of November, the law on criminal liability for the repeated sale of tobacco products to children was introduced in the State Duma. Together with him, deputies presented a bill to increase fines to 2 million rubles for the initial sale of tobacco, vaporizers and hookahs to minors.
In April 2023, the State Duma banned the sale of vaporizers to minors. In addition, at the same time, retail sales of these devices at fairs and exhibitions, as well as the production and sale of products containing nicotine, flavors and additives, were limited.
