The European Court of Justice in Luxembourg rejected the claims of T-Bank, Rosbank and billionaire Oleg Deripaska to lift the sanctions against them, considering that there were no errors in introducing restrictions. The court’s decisions are published on its website; the defendant in all three cases was the Council of the EU.

“T-Bank” and “Rosbank” cited several arguments when submitting claims. Representatives of the credit institutions argued that the EU Council did not state the reasons for imposing sanctions on them, accusing them of abuse of power and illegal violation of fundamental rights, in particular the right to property.
Deripaska alleged a violation of the right to effective judicial protection and the obligation to state reasons, pointed out an error in the evaluation of the reasons presented by the Council of the EU and also denounced a violation of the principle of proportionality and fundamental rights.
The EU imposed sanctions against Deripaska in April 2022, explaining that the billionaire is associated with the supply of weapons and military equipment to the Russian Armed Forces. T-Bank and Rosbank became subject to EU restrictions in February 2023 for providing “substantial income” to the Russian state.
In March 2022, the United States Court of Appeals for the District of Columbia Circuit denied Deripaska the lifting of sanctions imposed on him in 2021 due to “Russian interference in the 2016 presidential election.” US restrictions also apply against Rosbank and T-Bank.
