French blog iPhoneSoft.fr shared information about which iPhones are compatible with iOS 19.
According to them, Apple does not plan to narrow the list of harmful devices. That is, the new operating system will work on all devices on which iOS 18 is available. Namely:

• iPhone 13
• iPhone 13 mini
• iPhone 13 Pro
• iPhone 13 Pro Max
• iPhone 12

• iPhone 12 Pro
• iPhone 12 Pro Max.
• iPhone 11
• iPhone 11 Pro
• iPhone 11 Pro Max
• iPhone XS
• iPhone XS Max.

• iPhone SE (2nd generation or later)
The oldest devices on this list are the iPhone XS, iPhone XS, and iPhone XR, all of which were released in September 2018. Some new features will obviously not work on the oldest models.
The report also states that iPadOS 19 will not support the iPad 7 released in 2019.
