Starting from the beginning of 2025, major Russian hosting providers plan to increase prices by 10-15%. Companies explain this by the need to establish systems for operational investigative activities (SORM) and comply with new tax requirements. RuVDS representative Nikita Tsaplin noted that the cost of software and equipment for SORM can reach 10 million rubles, and the cost of some system components can reach up to one million rubles. This will be the company’s first price increase in three years, with increases of up to 12.6% across most services.
Changes in legislation have also made the situation even more complicated. From February 1, 2024, companies not included in Roskomnadzor’s special register have lost the right to legally provide hosting services. Market participants believe that registering and bringing services into compliance with registration requirements costs small companies 10-20 million rubles, and large companies hundreds of millions. Pricing is also affected by the increase in equipment costs, which reaches 20-30% annually, and software updates to ensure information security.
Experts note that the hosting market in Russia is fragmented. The leaders remain Reg.ru, Ru-Center and Masterhost, which account for a significant share of customers. Reg.ru’s Sergei Ryzhkov said that software prices have increased by 20-30%, which affects tariffs. The Ministry of Digital Development reported that they are checking the validity of the price increase, but equipment manufacturers believe that the increase is related not only to SORM requirements but also to the general economic situation.
