The Ministry of Digital Development plans to create a service for collecting and processing anonymized geotracks of subscribers of mobile operators.

The service is developed on the Gostekh platform. It could be launched as early as early 2025.

Anonymized geotracks allow regions to plan where it is best to build roads, where there are not enough schools, and how to set up public transport routes. The government gains access to this data to improve the quality of life of citizens. We do not collect this data, we are pregnant with this data for pure purposes.

— Maksut Shadayev, head of the Ministry of Digital Development

According to the new “gosozer” law, businesses will transfer a number of monetary data about their users and employees for free. There is no need for external consent from clients. Access to information in the first year after placement affects only users, and then everyone else who is approved by the government. [Forbes]
