The League of Small Hotels, Hostels and Tourist Accommodations (a union that brings together small accommodation establishments) asked the Ministry of Economy to reconsider the decision to introduce new requirements for hostels from January 1, 2025, as planned in the regulations on the classification of hotels. This is stated in the League’s letter, reviewed by Kommersant.

From January 1, 2025, all accommodation facilities will have to undergo classification, after which the hotel or hostel will be assigned a unique number that provides access to online booking services. Classification rules are pending consideration by the Russian government.

At the moment, the regulation provides for a reduction in the capacity of rooms in hostels from 12 to 8, as well as the doubling of bathrooms, the League indicated in a letter. According to hostel owners, these changes could be “fatal” for many hostels, as the necessary changes are often “structurally impossible.”

The general director of Hostel Rus, Andrei Tsai, in conversation with Kommersant, confirmed that most hostels have twelve-bed rooms and a reduction in capacity “will have a negative impact on the profitability of the facilities.”

Representatives of the League noted in the letter that at the end of 2023 in Russia there were 4.9 thousand classified hostels, which represents 4.9% of the total number of accommodations. The Ostrovok service confirmed to Kommersant that 1.7 thousand hostels are registered on the platform and their number has not changed in recent years. At the same time, the OneTwoTrip platform saw a 3% increase, but demand for hostels decreased by 17% over the year, while the average cost per night increased by 12%.
