Vladimir Putin signed a law that, starting April 1, 2025, will force online advertising distributors to pay 3% of their quarterly revenue to the federal budget. The document is published on the official publication portal of legal acts.

Changes are being made to the Law “On Advertising”. The document passed its third reading in the State Duma on December 11. According to the law, advertising distributors and advertising system operators must contribute to the budget with a percentage of the income “received from the sale of advertising distribution services” on the Internet.
The fee will not apply to advertising on the websites of radio and television stations, news agencies and government organizations. Payments will be used to support copyright holders of Russian software in the relevant state registration, as well as to develop information resources, the list of which will be established by the government.
The document also shows that the Cabinet of Ministers will determine the criteria for classifying as advertising the information that is distributed on individual online resources. Roskomnadzor will control the payment of the fee, according to the law.
Representatives of the advertising market interviewed by Forbes noted that the tariff would have a negative impact on the entire industry, including causing an increase in prices for advertising operators’ services and an acceleration of inflation.
