Vladimir Putin signed a law that toughens administrative liability for failing to notify the start of a business activity. The fine for legal entities will range from 24 thousand to 48 thousand rubles. The document is published on the official publication portal of legal acts.

As noted in the materials attached to the law, the previously existing fines “were insignificant and did not encourage participants in legal relations to behave responsibly.”
“The increase in penalties will ensure the formation of a responsible attitude towards the obligation, based on the awareness of the importance of its unconditional compliance, will impose a penalty corresponding to the degree of social dangerousness of the crime committed and will reduce the number of violations committed. ” says the explanatory note of the law.
The new fine for failure to notify will be 7 to 12 thousand rubles instead of 3 to 5 thousand rubles for officials and 24 to 48 thousand rubles instead of 10 to 20 thousand rubles for legal entities, the document says.
The amount of the fine for unreliability of the information provided in the notification also increased: up to 7-12 thousand rubles for officials and up to 24-48 thousand rubles for legal entities. Previously, it was 5-10 thousand rubles and 20-30 thousand rubles, respectively.
The law also introduces a fine for repeat offenses. Its size will be from 15 to 25 thousand rubles for officials and from 50 to 60 thousand rubles for legal entities.
The law will enter into force 180 days after its official publication.
A bill to increase fines for failure to notify the start of entrepreneurial activity was submitted to the State Duma on October 16 and adopted in third reading on December 17.
The decision to amend the Administrative Code was made, among other things, on the basis of data according to which companies whose products caused 417 cases of botulism in 11 regions “did not submit notifications about the start of commercial activities.”
Mass poisonings in Moscow and its regions became known in June 2024. According to Rospotrebnadzor, the victims, who were hospitalized with signs of botulism, ordered lobio from LokalKitchen LLC (“Local Kitchen”) and salad with tuna, beans and apple to Gastroport LLC. The Investigative Commission opened criminal cases under art. 238 of the Criminal Code (provision of services that do not meet the requirements for the safety of life and health of consumers).
