According to the law, a special account opened in an authorized bank must be credited with income of foreign agents from the sale or rental of real estate, vehicles, payments received from creative activities, income in the form of interest on deposits and capital. participation in organizations, including dividends.

The foreign agent must open a special account within 15 business days following the date of its registration in the corresponding registry of the Ministry of Justice, the document states. Money in a special account can also be recovered for the foreign agent’s obligations to the State.

The law on the introduction of special accounts for foreign agents was submitted to the State Duma in early November, on December 17 the lower house approved it in the third reading. One of the authors of the initiative, the Chairman of the State Duma, Viacheslav Volodin, noted that the amount of payments to foreign agents, “according to experts, can reach tens of millions of rubles.”

The document signed by Putin will come into force on March 1, 2025. As of December 28, the Ministry of Justice’s register of foreign agents included 906 individuals and companies, including media outlets, non-profit organizations and unregistered public associations. .
