The Russian government has expanded the free economic zone regime to the Belgorod and Shebekinsky districts of the Belgorod region to support local businesses with tax cuts and other preferences, according to an announcement on the website of the Cabinet of Ministers.

“The decision will allow companies operating there to become residents of the ZEF and receive preferences, including reduced insurance premium rates of 7.6%, a zero tax rate on profits obtained from the implementation of an investment project, exemption from corporate property tax and also a customs free zone regime,” the press release emphasizes. The resolution was signed by Prime Minister Mikhail Mishustin.
For the first time, the SEZ regime was introduced in certain districts of the Belgorod region in October 2024, at the same time similar rules began to be applied in some areas of the Bryansk and Kursk regions to help regions affected by operations military. Free economic zones also exist in the Donetsk and Luhansk People’s Republics, as well as in the Kherson and Zaporozhye regions.
In accordance with the Government Decree, the Ministry of Economic Development of Russia must also inform users of land plots included in the SEZ about the start of a special regime for entrepreneurial and other activities.
A preferential loan program has been developed for companies operating in the SEZ (there are currently 268), and resident companies are mainly engaged in industry, construction and mining, according to the Government press release.
