The “cooling period” when issuing a loan in the amount of 50 thousand rubles to 200 thousand rubles will be four hours, for an amount of 200 thousand rubles – 48 hours. In addition, the bill will force credit and microfinance organizations (MFIs) to carry out additional checks to detect fraud when carrying out operations and transactions.
Banks will also have to limit the deposit of money to an account through a newly tokenized (digital) payment card for a total amount of more than 50 thousand rubles within 48 hours from the date of issuance of such a card, since that this method is the main channel for transferring money to scammers, the authors of the project noted.
The document also foresees other innovations. For example, lenders and credit agencies will have to exchange data online, and microfinance organizations will have to credit money only if information about the borrower and recipient match.
The State Duma plans to complete consideration of the bill at the end of January. The document was presented to the lower house of parliament on December 23, 2024.
