The Russian Government has extended the right of free movement of electric vehicles on federal toll highways until the end of 2025. This is stated in the press release of the Ministry of Economic Development, to which RB.RU has access.

The measure aims to stimulate demand for national products. The benefit is granted only to owners of Russian-made cars, including Evolute models produced at the Lipetsk Motorinvest plant and Moskvich cars.
Owners of private vehicles, business owners and legal entities can take advantage of a 100% discount on trips. Preferential travel applies to M-1 “Belarus” (including the “Odintsov Bypass” section), M-3 “Ukraine”, M-4 “Don”, M-11 “Neva”, M-12 “Vostok” and the Central Circle Expressway (TsKAD).
To obtain the right to free travel, the owner of an electric car must fill out an application on the Avtodor website. The application must be accompanied by documents confirming that the vehicle is equipped only with an electric motor and that it is also manufactured and registered in Russia.
The experiment to offer free rides to electric vehicles on federal roads began on March 1, 2023. It is carried out within the framework of the concept for the development of production and use of electric vehicles in Russia, as well as the initiative strategic “Electric car and hydrogen car”.
The Ministry of Economic Development indicated that since the beginning of the program, more than 10.6 thousand owners of electric vehicles have joined it, who have made more than 1.1 million trips on toll roads.
According to Autostat, in 2024 sales of electric vehicles in Russia grew by 26.4% year-on-year and reached 17.8 thousand units, which became a record for the domestic market. Its leader was the Chinese electric car Zeekr.
