“The study showed that business in the country is growing, but mainly thanks to entrepreneurs. If in January last year 4.26 million individual entrepreneurs worked in Russia, in January 2025 their number increased to 4.56 million: 296.5 thousand new entrepreneurs entered the market, an increase of 6.96%,” they noted. the companies.
According to analysts, the number of legal entities registered in Russia is growing much more slowly: in January 2024, their number increased by only 0.36% compared to the same period last year. The accumulated growth of individual entrepreneurs and legal entities during the past year was 4.14%.

Regarding the total number of registrations of individual entrepreneurs and legal entities, the leaders are companies working in the field of outsourcing. In 2023, more than 11 thousand new companies appeared in this segment, and in 2024, more than 19 thousand (an increase of 62.76%), indicates the study. Second place was occupied by advertising companies (year-on-year growth of 32.19%), third place was occupied by the personal services sector (+13.43%).
Kontur.Focus business economic security expert Anton Yakovlev explained that the growth of individual entrepreneurs compared to legal entities is associated with the “development of youth entrepreneurship and ease of management.” “The total number of entrepreneurs is growing thanks to good survival rates: we see fewer liquidations than registrations. Throughout the year only the number of liquidations of individual entrepreneurs increased, which can be explained by the fact that young people are experimenting in different areas of business,” the expert noted.
In the first quarter of 2024, Russia set a two-year record in the number of registrations of individual entrepreneurs: in April last year, 240 thousand individual entrepreneurs were registered in the country, which exceeded the number of liquidations by 42 %.
