At the beginning of 2025, the increase was 4.8% year-on-year, up to 36.9 thousand entrepreneurs and legal entities that indicated the production of clothing as their main activity.

In comparison, at the beginning of 2024 the number of clothing production increased by 7.6%, to 35.2 thousand, and at the beginning of 2023, by 6%, to 32.7 thousand.
Most often, individual entrepreneurs are engaged in tailoring; At the beginning of 2025 they represented almost 72% of the companies registered in this segment. Individual entrepreneurs open not only workshops, but also production of clothing, which is often sold in markets, analysts noted.
In recent years, the segment was able to grow thanks to small productions, but this could hide the fragmentation of large companies, which the Federal Tax Service began to seriously combat in 2024, noted Yuri Shilov, general director of the Textile Company of Ivanovo.
According to Kontur.Fokus, mainly individual entrepreneurs and legal entities produce children’s clothing, sports suits, swimsuits, gloves, scarves, ties and scarves.
The general director of the retailer Baon, Ilya Yaroshenko, believes that it is profitable to produce knitwear and accessories in the country, since they do not require a large amount of labor, and creating large-scale production requires “complex and lengthy investments.”
In addition, the slowdown in the growth of the number of production facilities is associated with a shortage of personnel. “There are practically no technical schools or other educational institutions that train specialists for production,” explained the expert.
