Banks may limit money transfers with an amount of 100 thousand rubles per month if the sender is in the fraudulent base of the Central Bank, but a criminal case against it has not been instituted. The corresponding amendments are contained in the bill on the cooling period during the issuance of loans completed to the second reading.

The second reading of the bill is scheduled for February 11. The change project was supported by the Central Bank.
According to current legislation, banks must block bank cards and access to the client’s online banking from the fraudulent base of the Russian Bank, if they receive information from the Ministry of Internal Affairs on the crime. If such data is not received, the blockade is the right and not the bank’s obligation.
According to the bill, in cases where a credit institution does not block the client card that entered the scam registry, may limit its transfer to people with an amount of 100,000 rubles. “The action of the proposed standard does not apply to payments to legal entities,” said the representative of the Central Bank to RBC.
The Central Bank prepares a record of scammers based on the data provided by banks and payment systems. According to RBC sources, the Central Bank database could also have the data of conscientious clients that were stolen from them as a result of leaks and used by the attackers to make illegal transactions. If the amendments are adopted, the banks will have a broader set of tools to work with these clients, explained by the publication experts.
Previously it was known that the right to Billing’s activities committee will consider a package of amendments to a series of laws that aim to combat cyber abuse. In particular, it is proposed to prohibit the use of foreign messengers to the employees of the Central Bank and the Gorosanos, as well as the employees of communication operators, advertisements of advertisements and aggregators of goods and services.
In addition, the authors of the amendments requested the owners of markets and aggregators of goods and services with an audience of more than 200 thousand people from Russia to identify through the “public services” of those users who plan to place an advertisement of a sale ad.
